    util/g/2 counters not being used in patron creation

    Problem Symptoms:
    When creating a patron in the client the parameters from xxx00 util/g/2 are not being used.
    e.g.
    6. last-bor-id 646927 n S ABC

    xxx00/tab/tab100 has the correct settings:
    DEFAULT-BOR-ID=Y
    DEFAULT-BOR-ID-1=Y
    DEFAULT-BOR-VERIFY-1=N
    DEFAULT-BOR-VERIFY-2=N
    CHECK-BOR-DEFAULTS=Y

    Cause:
    ADM library has also counters defined

    Resolution:
    The system takes the counters last-bor-id, last-bor-id-1, last-bor-verify-1, last-bor-verify-2 in the following order
    1. relevant ADM library
    2. usr_library

    In order to use the counters from the usr_library, remove those from the ADM library.
    Important Note: Before you remove any counters, double check, whether the removal will cause any conflicts
