v19 Upgrade Express step 1012 hung

Description:
We are running the v. 18-19 upgrade express on our Test server. It seems to be hung on step 1012. Here are the last few lines in the log for 10102:

spc30 Started At 10:19:44
4791 Ended At 10:24:06

mdc30 Started At 10:24:06

The time is now 12:00:04

Resolution:
We deleted the upgrade.running file and restarted the step. All is running OK now.
