    z00r expand not used when record is updated via p_manage_18

    Description:
    We use the Z00R section of tab_expand to add the HOL 852 field to our xxx01 Z00R. We find that when we update existing records using p_manage_18, during the period between the run of p_manage_18 and when ue01 processes the z07s generated, the z00r records for the updated bib records don't contain the 852 field. My understanding the z00r (as well as the direct indexes) are updated at the time p_manage_18 updates the record, and then again when ue01 processes the z07s. It seems that when the first update happens, the Z00R expand isn't being used.

    Resolution:
    ue_01 calls update_z00r (the ./com/update_z00r/cbl program) while p_manage_18 is calling ./com_io/io_z00 which calls io_z00_update_z00r (a section in the io_z00.pc program).

    The former calls expand_doc while the latter does not.

    Corrected by v21 rep_change 120 (included in minor release 21.1): if the indexing parameter is not "FULL", p-manage-18 uses the Z00R lines from tab_expand in order to update the Z00R records.
