How to give a staff user Z39.50 access rights? 

Procedure: 
The required authorizations can be provided by using the Staff Privileges functionality. Please see document "Aleph User Guide - Staff Privileges". Z39.50 access rights have to be set for library EXT01 (which is the internal Z39.50 base) under "7. Common --> Z39.50 Users".
