Merge Records and Combine Inventory functionality doesn't merge bib in some cases

Why in some cases using "Merge Records & Combine Inventory" doesn't merge one record into the preferred bib?
Answer
Deleted bibliographic record from the merge process must initially contain inventory in order to be merged.
