Symptoms

Error message "Resource sharing request is not allowed for any format" when trying to create a borrowing request.

Resolution

The problem appears because of an incorrect Terms of Use setting for the Resource Sharing Library  The value under "Allow Resource Sharing Requesting" is set to "No Resource Sharing Requesting". Change it to "Resource Sharing allowed" and creating a borrowing request will be possible.
