Searching for Free/Not Free on Electronic Collection level shows incorrect results

Symptoms

When we perform an advanced search for Electronic Collections using the index 'Free (Electronic Collection)' the results are sometimes incorrect.

Examples: Collections are not included in the search results even if the collection has the value 'Free'.

Collections are retrieved in a search for 'Free (Electronic Collection)' Is Empty, even if the values in the collection is set to Free or Not Free.

Workaround

There are 2 possible solutions:

1. Use the search for Electronic Collection: Free (Service) 

2. Force the indexing of the Is Free value: edit the collection, flag Is free? (override), save the collection.

If the value is already flagged, change the toggle to Not Free, back to Free, and save.

The same needs to be performed on the Service level.
