can't delete a terms of use

When I try to delete a terms of use, I get an error message:

"This Terms Of Use is attached to a Fulfillment Rule and cannot be deleted."

However, there are no fulfilment rules attached.

This happens most likely because there is another terms of use of the same name on the library level which is still in use.

The following workaround will help:

1. Rename the TOU on the institution level, for example, to "To be deleted."
2. After renaming, delete this TOU.
