Derive an Authority Record from a Heading in the Bibliographic Record

Additional productivity enhancements are being provided in the MD Editor related to creating local authority records when there is no headings match. There are cases in which a cataloger catalogs a bibliographic record with a headings field that cannot be linked to an existing authority record.
