The publisher has confirmed the authentication information and the subscription.
MetaLib itself returns the following response:
Z39.50 gate error: Connection rejected by the Z39.50 database server.
Resolution:
Connection rejected by v3 target"
means that the username/password is not correct for this Hostname:Port.
Perhaps it is misspelled or requires all lower case.
This is an authentication problem, not a problem with the resource.
