    Problem Symptoms:
    - A search is done with 201C (?€œ) and 201D (?€?) Unicode quotation marks, but the search does not behave as an "exact search".
    - On the server, in se_profile/analysis/specialCharacters/user_defined_unicode_normalization.txt the following rule was added:


    Cause:
    A Bug

    Resolution:
    Currently being investigated by development in PRM-21504
