When we open the PDS login screen there is no text in the Institute field and clicking on the dropdown box arrow to display all the values shows that all the Institute lines are empty. We've checked our tab_service.* files and the INSTITUTE_DISPLAY section looks valid, for example, tab_service.demo:

lang = ENG
Where are the missing Institutes?
When I vi'd the file on your server, the file opened with this showing at the bottom of the screen:
"tab_service.demo" [dos] 34L, 891C
This means that the file was uploaded from a Windows computer and is not in Unix format.
You need to run the dos2unix command to convert it:
>> dos2unix tab_service.demo
This command will overwrite the file with the exact same content in Unix format.
Once that was done for all your tab_service files, the Institutes appeared correctly in th drop-down box on the PDS login page.
