Update IE: getIE API with flag 0 returns IE without derivative copy representation

Symptoms
Before 6.2, using Update IE web service: getIE API with flag 0 returned IE including the derivative copy representations.
After 6.2, the same request returns IE without the derivative copy representations.
Reason
A design code change, Update IE web service: getIE is not a delivery API
Resolution
Added new flag 32 on version 7.0 which will return the current IE version, including derivative copy representations.
Customers using this API with flag 0, that need derivative copies, can decide to:
- Upgrade Rosetta to 6.3 and ask for injection. Upgrade to 7.0 will overwrite the injection.
- Upgrade to 7.0 and change their code.
