Objects have Proxy Setting Checked But Not at Target Service Level

Problem Symptoms:
On activating a Target for the first time, some Objects titles are proxied.
No Proxy is set at the Target or Target Service level,

Cause:
An issue from the v4 upgrade process caused proxy settings to be enabled for some Object Portfolios.

Resolution:
The incorrect Object Portfolio Proxy settings can be disabled globally by a batch command.
