    Cause of rejection in the Admin loader report file is misleading

    Description:
    In the UI there are few fields under the Admin attribute > Admin tab that are only displayed after other fields gets the value 'Yes'. Therefore, the first fields can not be modified while the second fields are set to 'No'.
    Since the Admin loader must reflect the UI, the input file should only contain values for the dependant fields if the depending fields are set to 'Yes' (or '1'). In case any of these fields is set to 'No' (or '0') and there is a value for its corresponding field, the line should be rejected and the cause for the rejection should be displayed in the loader report file. However, the current cause for rejection in the report file is incorrect (the cause for rejection indicates that the problem is with 'Offline admin module available' even if it's actually with other fields).
