Error message upon filling text fields with diacritics

Description:
When submitting notes/text fields in the system (manually or with loaders), in case the note contains diacritics and the number of characters in the note is maximal, the following error is reported:
"Error message: Failed to update Organization object with ID: 55,654,193"
The reason for this error is that in the DB diacritics are also considered to be characters so in fact when you follow this scenario, you submit more characters that allowed.

Example:
For Organization records, the street field is limited to 100 characters.
1- Submit the following 100 characters string in the street field:
Abcdefghijabcdefghijabcdefghijabcdefghijabcdefghijabcdefghijabcdefghijabcdefghijabcdefghijabcdefghij
2- In the following 100 character string I deleted the last "J" and replaced it with "?":
Abcdefghijabcdefghijabcdefghijabcdefghijabcdefghijabcdefghijabcdefghijabcdefghijabcdefghijabcdefghi?

If you'll submit this string you'll get the mentioned error message.
The system should know how to handle such cases.
