LKB Update won't run if the file download_import_files.csh/sh is open

Description:
When the KB update process starts, it checks to verify if the download process from the FTP is over. If the file download_import_files.csh was open for some reason (such as for viewing in vi), the check will fail and the KB update won't start. This needs to be fixed.
