Description:
When using license loader, if in the input file you enter a name under 'Local licensing negotiator' which had not been added as a library contact in the database, the record is rejected and is giving the cause: "0". This message should be changed to be more informative.

Correct workflow (first add a contact to the system) would prevent the error.
