Problem Symptoms

When running circjob 44, all patron barcodes of any status are expired, rather than only those with an "Active" status.

Defect Status

Issue VYG-5123 is resolved in Voyager 9.1.0

Replication Steps

1. Select or create a patron, and assign that patron a barcode status other than Active or Expired, and with an expiration date in the near future.
2. Run Cirjob 44 for the patron's patron group, with an expiration date that will include that barcode.
3. Bring up the patron in circulation and note the patron's status(Expired)
