    Question

Why can one change the encumbrance for closed orders?

    Answer

This is the way the system works. The regular flow is that the order is closed by the system once all the units arrived and the invoice is fully paid.
Since there are also libraries that change the order status to 'closed' manually, there are some actions that can be done although the order is closed, for example: add encumbrance, send claim etc'.
