Aleph permitting z303 and z308 records with blank ID's

Description:
Aleph is permitting z303 records to be written with a blank z303_rec_key and it is permitting z308 records to be written with blank z308_id's and blank Z308-KEY-DATA. 
As described in KB's 16384-30387 and 16384-37073 (both under version 20), these defects cause serious problems with p_file_20: the creation of patrons who lack barcode records (z308 type 01) which, in turn, causes subsequent loads of the patron's record to fail.
The programs need to be changed to prevent this.
