Billing fee for lost item notices -- per notice rather than per item?

Description:
We're trying to setup a lost item charge per bill. If a patron has 3 lost items and we send him a lost letter, we would like to charge a 15$ billing fee for the single letter listing the 3 lost items.

Is this possible ?

After a few tests, we always get a billing fee per item when we run cir-51 (lost-material-summary.xsl). A billing fee is added for each lost item.

Resolution:
There is no provision for this: the type 0042 (Lost material - Notice) charge -- like all of the tab18 charges -- is a per item charge.
