    Description

    Even though the xxx50 tab_block_circ says that the patron should be blocked for x number of overdue or recalled overdue loans or xx dollars of fines owed, the patron is still allowed to borrow and renew items. 

    Resolution

    Cause 1:

    One or both of the following lines, saying that tab_block_circ should be consulted, are not included in the xxx50 tab_check_circ:

      RENEW-WWW  check_circ_9_a
      RENEW-WWW  check_circ_9_b

    Cause 2:

      The patron's xxx50 z305 (local patron) record has a value of "N" for z305_loan_check.  {z305_loan_check "determines whether or not the system should check for blocks when a patron borrows (or renews) an item."}
