Can only p_cir_50 be used to bill Claims Returned loans?

Please verify: can only the p_cir_50 service be used to automatically bill "Claims Returned" items to Lost according to letter number 09 in tab32?
I was under the impression that p_cir_51 could do this, but discovered the following today in the User Guide: "09 - for items which are "claimed returned". This code is used when b-cir-50 (Print Overdue and Lost Billing Notices) is run for "Bills for lost material that was claimed to have been returned".
The tab32 header has this:
! col.4 = 09 number of days since due date for items which are
! "claimed returned". This column is used when b-cir-50

We opted to use p_cir_51 because p_cir_50 sends individual notices for each loan billed, which would not go over well with users.

Yes, you are right, only p_cir_50 processes Claimed Returned loans.
Here is the first part of its 'Help' section:
"This service enables you to print out overdue notices to send to patrons and billing notices for lost and "claimed returned" items. Each overdue item is printed in a separate notice. A charge can be made for each notice by setting the parameters in tab32 (notice number) in correlation with the matching line in tab18 (cash charge). The function can only be run when the active library is an ADMinistrative library."
It may be that if you have lines with "09" in column 4 in your tab32:

...
##### 02 ## 09 020 020 L
<etc.>
that p_cir_50 will use these to change the z36_status to "L" and produce a bill ... or it may be that the bill will need to be produced by staff individually in the GUI.
This Service can be run to produce *only* "Bills for Lost Material Claimed to Have Been Returned", and therefore can be added as a regular batch process, in the $alephe_tab/job_list. Any change of the job_list should be followed by a restart of the job daemon, with Util E/15/2 and then Util E/15/1.
This way you can continue using p_cir_51, but also produce these bills.
