Cannot "Add ID", Button Disabled

Description:
Why is the "Add ID" button grayed out, disabling it, in the Patron record, [T] Additional IDs node?
Also, nothing displays in the Additional IDs top right pane -- neither the 00 id qnor the 01 id are showing there even though they can be viewed via the Global Patron Information node.

Resolution:
tab100 : USER-IDS-PERMISSION was set to 1, but there were no Z305 records yet (local patron information).
Changing it to 0 enables the Add ID button for now.
Evaluate the expected workflow and library setup to select the correct setting for this variable in the long term.

USER-IDS-PERMISSION
0 = No Check - Can view/update user IDS
1 = Can view/update user IDS only if the user has ADM or other Z305 records (an ALEPH level record is not sufficient)
2 = Can view/update user IDS only if the user has Z305 records other than the ADM level record.
4 = Can view/update user IDS only if there is a Z305 record for the user that matches the operator's sublibrary/library permission . This option is relevant for installations that share a common Z305 table, permission is allowed because the user has registered at the library.
