    Cannot see budgets in Acquistions

    Description:
    When we try to view budgets in the acq application, nothing shows up in the list. I have set my permissions to all sub-functions in acq (for abc50), Budget Maintenance All Sub-funcutions, and Budget Usage all three items checked.

    User A gets the budgets while User B does not.

    We have tried proxy-ing USERB to USERA in the Staff Privileges - Access Rights, but that does not help.

    Resolution:
    Looking at the pc_server_6991.log, I find that while both USERA and USERB start with a C0116 program (Get Budget List), USERA progresses to a C0126 (List of Transactions of a Budget), while USERB does not.

    Make sure that the budget filter is set to "Browse" and that the filter values are blank.

    [From site:] Order units [/sublibraries] were missing from USERB user account (in Staff Privileges). It now works.
