Circ GUI crashes when new user logs in; FIRST-LOGIN-PASS-CHANGE

Our Circulation GUI crashes every time a new user tries to log in. When new users log in, a window is supposed to pop-up telling them that they will be prompted to change their password.
This is working correctly in both our CATALOGING and ACQ GUIs. However, when a new user logs in to our CIRCULATION GUI it crashes.
If the new user logs in to the CATALOGING or ACQ GUI and changes their password there, they are then able to login to the CIRC GUI once they are past that initial login.
There is nothing significant in the pc_server log.
Users are prompted to change their password once they log in because we have alephe/tab/tab100 FIRST-LOGIN-PASS-CHANGE set to Y.

[From site:] This is no longer a problem on our production machine. I installed the Sept 2009 service pack (-> 745) and the problem went away.
I FTP'd the circ GUI from Production to Test but Test is still crashing. This isn't really a problem, though, since we have a work-around and new users do not log into the test server anyway.
