    Description:
What controls a staff member's permissions for viewing and updating patron IDs and for updating patron addresses?

    Resolution:
Two switches in tab100, USER-IDS-PERMISSION and USER-ADDR-PERMISSION, control a staff member's permissions for viewing and updating patron IDs and for updating patron addresses.

The switches can have the following values:
0 - No check at all. Permission is always granted to view and update patron IDs and to update patron addresses.
1 - Permission is only granted if there is a Z305 local record for the patron.
2 - Permission is only granted if there is a Z305 local record for the patron other than ALEPH.

If the staff member does not have permission to view and update patron IDs, the Additional IDs pane are disabled.

If the staff member does not have permission to update patron addresses, the buttons in the address list and on the address pane are
    disabled.
