    Question

    Opening the collections for specific sub-library HDB in items module when creating a new item does not show the expected collections but only collection ILL.

    Answer

    There is only one entry with HDB where HDB is the name of the collection code. No entry for HDB as sub-library is available. Opening the collections for sub-library HDB you see only collection ILL which applies to the latest entry of the table.
