Problem Symptoms:
error message when loading HOL data from special german consortia "No owner found for 'Xxx 1'

Cause:
The fix routine fix_doc_mab_swb_loc_hol does not work properly. The "No owner found for ..." error message is added to the log file although an owner is correctly defined in $alephe_tab/tab_sigel.

Resolution:
Correction of the program fix_doc_mab_swb_loc_hol with rep_change 2229 in Aleph 21
