    Description:
    At our library we do not use CAT levels, then to avoid problems with this, all catalogers have “99” level set on their profiles.

    It is common, with a record opened, a cataloger:

    * clicks on “send to server” button (or Ctrl+L),
    * does not click on the “Continue” button, and then
    * tries to open another record, pressing [Enter] key.

    After this, the first two digits of the “record” are saved, erroneously, as the cataloging level of the first record, many times blocking it.

    Resolution:
    The only way around this is, in the GUI Staff Privileges, to set the Cataloger Level for each cataloger to "00". (Of course, this negates the ability to have a higher level for certain catalogers.)
