    Fine for a "closed" day

    Description:
    The patron borrowed a book in March so that it was due on Tuesday, March 25 (a 15-day loan). But when he returned the book he was charged an overdue day -- as though the loan was only a 14-day loan.

    Resolution:
    March 25 was closed in tab17 when the loan happened (to prevent books coming due on Easter Monday) - hence the 15 day loan, but reopened again to let circ happen on Easter Monday. So when his fine was calculated, Easter Monday wasn't considered closed and so he got fined for it.
