    Description:
    We have a patron (status 13) who has a video (item status 10) overdue by 21 days.

    The fine rate for videos is $1.00/day. The patron is being charged $0.15/day for that video. The other videos they have out are being charged correctly.

    Why would this item be collecting fines at the $.15/day rate?

    Note: This item was checked out on March 7. The item status was changed to 10 on March 9.

    Resolution:
    The tab16 fine policy used when the item is returned is the policy in effect at the time of the *loan*: the item status at the time of loan is stored as the z36_item_status and this is what is used when the item is returned to determine the tab16 fine method and fine multiple.

    The program intentionally uses the sublibrary group, item status, and patron status in effect at the time of the loan.
