Fines generated for patron statuses that are configured in tab16 to not be fined

Description:
Fines are being generated for patron statuses (51 and 53) that have been configured in the abc50 tab16 to *not* be fined.

This has been happening intermittently since 27th March 2008.

Resolution:
Since the abc50 tab16, column 14 (Fine Method) has "0" when the Patron status is "51", it would seem that no fines would be charged. But I see that column 11 (Fine Multiple) *does* have amounts....

I suggest, in order to eliminate this as a source of the problem, that you change column 11 to "00000" for each Patron status "51" and "53" line.
