    Description:
    I want to create a fix to be used when I import bibliographical records in batch to ensure that, in the LDR:

    character encoding scheme position 09 is always "a" and
    descriptive cataloguing position 18 is always "a"

    Then called in $lib_tab/tab_fix via a line such as

    LDR fix_doc_do_file_08 ldr_standard.fix
