    Resolution:
    to stop the hold request from being created, set the following parameter in alephe/tab/pc_server_defaults to:

    setenv circ_cataloger_request_date 999

    Restart the pc_server once you've done this

    This means a hold request will not be created until 999 days, effectively stopping the hold request from being created.
