How to create input file with all record keys for input to manage-21

The manage-21 (Global Change) Service requires an input file. What's the easiest way to create an input file with all bib record numbers?
Answer
Run the ret-01 (Retrieve Catalog Records) Service. Specify an output file and leave the From Document Number as 000000000 and the To Document Number as 999999999. Nothing else needs to be specified; just click submit.
Note that this same procedure for other jobs requiring input files, such as print-03.
