How to prevent SIP2 from performing the return of requested items

Performing the return of items on loan should not be possible if they have an active hold request on them
Procedure:
* In ./xxx50/tab/tab_check_circ add this line:
SIP-RETURN check_circ_6_a
* Restart SIP2 Server
