ISSN indexing for SFX linking

Description:
The problem occurs when we have both print and electronic forms of a serial, so there are two different ISSNs in subfields a and y. Both are indexed, but SFX never finds the second one, it only links to the first one.

Resolution:
The problem reported was corrected by fix number 948 in version 16.02
