    Description

In multi-ADM environment, sometimes a loan is permitted although a block is defined in tab_check_circ.
When a block is defined in tab_check_circ with 'CHARGES' parameter in one ADM and with no parameter in the second ADM, sometimes the parameter value is used for both ADMs.

For example, in a multi ADM environment (USM50 and USM51) if the following line appears in USM50 in tab_check_circ
    LOAN       check_circ_10_a
and the following line in USM51:
    LOAN       check_circ_10_a                CHARGES=-0011

Sometimes loans are not blocked in USM50 for a patron having an open debit transaction of type 0011.

    Resolution

    Corrected by v22 rep_change 2464 and v23 rep_change 3070 -- a change to the check_norm_par_chargesl program.
