    Make synchronization of headers required step rather than "recommended"

    The last action in the Post-Upgrade Express actions at the end of section 3.8 of the "Upgrade Express 19.01 to 20.x User Guide" is the following:

    "Run Util H/2 and Util H/3 to synchronize headers. (Although this step is not in the menu above, it is recommended)."

    In future upgrade documents we should not say that this step is "recommended"; we should say that it is *required*. If the site fails to do the util h/2 and h/3, they will have outdated headers, including column headers which don't match the data. SI 16384-192153 describes such a situation.

    The document "Upgrade Express 19.01 to 20.x User Guide.pdf" has been corrected, in Chapter 3, section 8 "Analyzing the Upgrade Express Results", under "Packaging and Final Steps", p. 16.

    There recommendation was changed to "required" as follows:
