    Max Over Expenditures Included In Budgets Without Expenditures

    Problem Symptoms:
    (1) Inability to enter invoice line items for some budgets
    (2) When entering expenditures, the following error message displays: "Max. over expenditure in budget NNNNNN"

    Cause:
    The tab100 parameter OVER-EXP-INCLUDE-ENC is set to a value of 'Y' in tab100

    Resolution:
    Change tab100 parameter OVER-EXP-INCLUDE-ENC to 'N'

    Additional Information

    When changing OVER-EXP-INCLUDE-ENC to 'N', over expenditures will be tested against expenditures, rather than against expenditures and encumbrances.
