Resolution:
The maximum number of item processing statuses which can be included in the expand_doc_bib_avail "AVA=" value is 29. This can be seen in the ./com/get_stat_z30_sub_lib_avail.cbl program:

PERFORM UNTIL POS = ZERO OR
BUF-PSTS-NO-LINES >= 29

Note that there is also limit of 100 characters in tab_expand Column 3. If you're using THRESHOLD=, COLLECTION=Y and/or RESHELVING parameters, the number of process statuses is less than 29.
