NCIP error message "User Ineligible To Check Out This Item" was received although all users were eligible. 

Customer found that the error was caused by the new IP was added to the ./alephe/tab/server_ip_allowed, but was not added to the ./xxx50/tab/tab_attr_sub_library. 

Adding the new IP to the tab_attr_sub_library resolved the issue.
