New "98" line parameter in tab 16: need better documentation

Description:
I see that there is a new "98" line parameter in tab 16, which is supposed to allow limits for an entire sublibraries group. In the v.19 Configuration Guide, it doesn't mention this new "98" line parameter, only the previously existing "99" line parameter. The table header itself has a better explanation. Could this explanation be added to the v.19 Configuration Guide documentation for tab 16? Following is the explanation from the table header:

! These statuses define limits for the total number
! of loans/holds/bookings, with no item status check.
! You can use ## in col.4 (patron status) to denote all patron statuses
! or enter a specific patron status in col.4 (patron status) if you
! want to define the global loan/hold/booking limit per patron status.

! Where 99 is used the total check is for every sublibrary that relates
! to the group ID. The limit that is set in the 99 line means that a single
! library that belongs to that group may not have more than that number or

Also, check_circ_4_d was added to tab_check_circ to make these 98 lines be used:

Resolution:
The v19 Configuration Guide has been updated to include this.
