New service item-13 requires HOL lines in library relation

New Service "Create Items for Detached Holding Records (item-13)" was added in v 23.2. It creates items from an input file of HOL records for the ADM you're connected to.

In order for item to be created from HOL, this line should be present in ./alephe/tab/library_relation:

HOL ABC50 XYZ60

for multi-ADM, line should be repeated for each ADM.
