Patron Name Format for Address Records (Can last name be first?)

One of our libraries is asking if the formation of a patron's name in the address record can be altered from [ FIRST - space - LAST ] to [ LAST - comma - space - FIRST ] when a patron is created via the Patron Registration Form. The "Help" section of the Fast Patron Registration form states:
Name
This field is mandatory. The Name field will be built from a last name and a first name in the following manner:
The Z303_NAME field (global patron name) will be formed as follows:
Last Name, First Name (Last Name - comma - blank - First Name).
The first line in the Z304_ADDRESS field will be formed as follows:
First Name Last Name (First Name - blank - last Name).
Is there a setting that can alter the format of the Z304_ADDRESS field? Or is this an internal setting?
Resolution:
The Fast Patron Register program is hardcoded to create the name in the Address as:
First Name - blank - last Name
The name can, of course, be edited manually after it is generated.
The regular (non-Fast) patron registration does not do this reversal: it uses the z303_name, as is, as the name in the z304 address.
The p_file_20 PLIF load also takes the data as you supply it. If you supply Last name, First name as the ADDR-REC-ADDR-1, that's how it will be stored in the Z304 record.
