We *don't* want flipping of bib record heading-fields by ue_08/ue_01. How can we prevent this?

Resolution:
The update of the bib record will not occur if there is no

UE_01 fix_doc_ref_1

line in the ./xxx01/tab/tab_fix. **By eliminating this line from tab_fix, you can prevent update of the bib records by ue_08/ue_01.**

If you want to allow the update of bib records for certain types of records (for instance, subject authorities) but prevent it for other types, then you need to have a "UPD N" field in the authority records which you *don't* want to trigger updating. (The ones which you *do* want to trigger updating need to have either "UPD Y" or no UPD field -- since "UPD Y" is the default.)
