    Description:
    Working with hold requests in v18, we keep running across this error when returning an item that has requests:
    "Request's send method is illegal"

    When you look at the request, its send action is 0. We can't figure out how the send action is getting set to 0. This is not a field staff can change on their own. Over the past 2 weeks, we have 15 requests with send method 0 and 5 requests with send method 1. tab27 has column 5 set at 01 in all cases.

    Resolution:
    Please change all column 4 entries in the tab27 file to the full “#####� (not "#").

    Wrong format:
    H HUM 01 # 01

    Right format:
    H HUM 02 ##### 01
