How to adjust the system so that a mail subject line in Hebrew is sent correftly and does not result in gibberish characters?

Procedure:
You can copy the file:
$alephe_tab/send_mail.example
to:
$alephe_tab/send_mail
Make sure you put the correct encoding for Hebrew (ISO-8859-8) in line:
echo "Subject: =?ISO-8859-8?Q?$2?=" >> $TMPDIR/send_mail.$$
